My Lord,
I have the honour to address your Lordship with
reference to my position as an officer in the Hongkong Civil
Service. I shall, with your Lordship's permission, endeavour
to shew that three distinct causes have combined to reduce
my chances of advancement in the Bervice.
They are:-

My service in the Federated Malay States has been
practically ignored, when the necessity of balancing
the qualifications of officers has arisen.
Acting appointments have repeatedly been given to
my juniors over my head; and undue importance has
been attached to the experience thus gained when the
necessity has arisen of balancing the qualifications
of my juniors against mine.
Largely, but not entirely, in consequence of the
above two causes, unduly unfavourable opinions of
my general character as an officer have been
officially recorded.
